The SKL is an institution under public law. It is established and run
by the German states of Baden-Wuerttemberg, Bavaria, Hesse, Rhineland-Palatinate, Saxony and
Thuringia. These states guarantee correct execution of the lottery, the limit to the number
of tickets issued and the number of and amount of the prizes.
