The Süddeutsche Klassenlotterie (hereinafter SKL) is a public law institution with headquarters in Munich. It is established and run by the German states of Baden Württemberg, Bavaria, Hesse, Rhineland-Palatinate, Saxony and Thuringia (the contracting states).

Section B: EURO-JOKER and DREAM-JOKER
§1 Participation, general regulations
(1) Participation in the 130th lottery game held by the SKL is solely based upon the Official Lottery Programme
and the Official Lottery Rules set forth herein.
(2) The 130th lottery game commences
December 1st, 2011 and will cover a period of six months until May 31st, 2012.
Each month is the equivalent of a class. The number of prizes and the amount
of the prizes to be won increase from class to class. In order to participate
in the lottery a valid SKL ticket is mandatory.
(3) The number of tickets issued will be 3.0 million, from
0,000,001 to 3,000,000. During the lottery period these tickets will have
the chance to win up to 1,707,223 individual prizes with a total prize-sum
of 883,000,000 € and on top of this up to 60 prizes drawn in a special draw worth
up to 1.112 Million €.
(4) Tickets are issued as whole or ticket shares with a
value of 10% each. Ticket shares are numbered in continuous sequence from
1 to 10 (share designation). The prizes designated in the Official Lottery
Rules are calculated upon a whole ticket. Ticket shares win according to
the amount of their shares.
(5) Tickets are issued in different forms:
a) as "original tickets": These tickets have their ticket number
and the share designation printed on them;
b) as "ticket certificates": These may contain several ticket numbers
played in the lottery taken together with their respective share designation
played in the lottery;
c) as "virtual tickets": The ticket number(s) is/are solely stored
in the SKL database, but are informally communicated to the participant.
(6) The ticket sale takes place exclusively in the contracting
countries, it is organised by the State Lottery collections (LC) and official
ticket offices (TO) in the name and for the account of the SKL. Upon sending
a ticket to the participant, the LC/TO presents a binding offer; punctual
payment is considered as accepting this offer. The lottery contract is concluded
between the SKL and the lottery participant. The contract comes into force
when the full ticket price has been paid in time (see § 2 clause 2) and
has been recorded as valid ticket in the database of the SKL administration.
(7) In general, tickets are issued for each class separately.
In due time prior to the commencement of a consecutive class the LC/TO in
charge offers the participant a ticket (or the number of tickets held by
the participant) with the same ticket number and the same share designations
as in the current class (exception: cf. § 3 clause 1). Accordingly, the
participant must be offered the renewed participation in the following 130th lottery game held by the SKL. The participant is free to accept these offers.
(8) Under aged persons (persons younger than 18 years)
are not allowed to participate. [to the top]
§2 Stakes, payment details
(1) The price of a whole ticket for participation
in draws starting with the first class is € 150,00 per month. Accordingly,
each ticket share costs € 15,00 per month.
(2) In order to be eligible to win as from the first draw
of a class, the full ticket price must have been purchased and the full
price paid to the LC/TO on time, or credited to one of its bank accounts
and have learnt about the credited account. The ticket price will moreover
be deemed paid in time if the ticket holder has given order to debit an
account he is authorised to use or has authorised the LC/TO prior to the
start of the draw to debit an account he is authorised to use and provided
the debit procedure does not fail, or is delayed, for reasons for which
the ticket holder is responsible. The participant has only got the right
to win the prizes in the respective draws if he does not contradict formally
to a debit procedure afterwards. Sentences 2 and 3 shall apply to debiting
procedures via credit card respectively.
(3) In case of a belated payment the LC/TO is no longer
bound by its offer. If the belated payment is accepted nevertheless, the
ticket will be valid on the day following the acceptance of the payment.
(4) If a participant wants to take part in the lottery
with several ticket numbers or/and several ticket shares and his payment
has not been made in full, the following rules will be applied: an incomplete
payment or remaining credit that may help render at least a part of his
tickets valid and thus able to win a prize, will be accredited in the following
(provided that there are no other regulations set forth by the participant):
a) to whole tickets,
b) to tickets with several shares (in descending order),
c) to tickets with just one ticket share. In case of several tickets
with the same value the one with the lowest ticket number will be considered
to be paid.
(5) For those tickets purchased after the commencement
of the lottery game, participants will have to pay the price for the current
class as well as for the preceding classes as the offer of the prizes to
be won increases dynamically and is based solely on a participation in all
six classes. The same applies to renewal tickets (cf. § 3 clause 2).
(6) Expenses incurred in connection with mailing the tickets
and the Official List of winning numbers shall be borne by the ticket holder.
LC/TO and the ticket holder can agree on a lump sum to cover costs, with
specification of the services - apart from sending the Official List of
winning numbers - to be rendered for this amount. [to

§3 Elimination of ticket numbers, renewal tickets
(1) All tickets winning a prize in the
first Saturday-draw of the month of the classes 1-5 will be withdrawn from
further draws for the 130th lottery at the end of the
class. All tickets winning a prize in the first Saturday-draw of the 6th
class will be withdrawn on the following Friday and all tickets winning
a prize in the second Saturday-draw will be withdrawn from further draws
on the following Friday. All other tickets - even if they have already won
a prize - will remain in the lottery until May 31st, 2012.
(2) The LC/TO are to immediately offer the participant
a renewal ticket with a new ticket number and the same number of ticket
shares as the old ticket for him to be able to continue his participation
after his ticket number has been withdrawn. Basically, the price for such
a renewal ticket is covered by the prizes won so far in the current lottery
game. The participation is free to accept this offer or not. An accepted
renewal ticket participates in the current class as of the next Saturday-draw.
(3) Following the last draw of each class, there will be
an additional draw, called "Double Chance Draw". Valid ticket numbers are
those which have not yet been withdrawn at the time of the draw (cf. clause
1) and the ticket numbers that have not won anything in the lottery in the
general lottery in the respective class in which the draw will be held.
Tickets that have won a chance to participate as a candidate in an SKL special
draw (cf. §5, clause 4), are valid for the additional draw.

§4 Draw procedure, termination of winning numbers
(1) In general, the winning numbers are
drawn by numerated balls and a lottery raffle drum. Different drawing procedures
may be applied, as long as the principle of chance is safeguarded.
(2) All draws are held in public and shall generally take
place under official supervision. Dates and times of draws will be determined
by the SKL management and participants will be notified on request.
(3) The process of determining the winning numbers is based
on the Official Draw Regulation published by the SKL management in its respectively
up to date version.
(4) The outcome of the drawing procedures will be officially
taken down and is binding for the transmission of prizes. The SKL management
has the final decision on the validity of a draw, recourse to legal action
being excluded.
(5) Each winner will immediately be notified by his LC/TO.
Furthermore, all winning numbers will be presented in the Official Lists
of winning numbers published on a monthly base. [to

§5 Payment of prizes and forfeiture of unclaimed prizes
(1) In order to claim the prize won, the
sending of the formal payment form made by the LC/TO, which is included
in the prize notification, is sufficient. In the case of an original ticket
being presented, any service rendered discharge the ticket holder.
(2) Prizes up to and including 50,000 € listed in the Official
Lottery Programme shall be paid out by the LC/TO immediately at the request
of the lottery participant or credited to the lottery account of the participant
and settled with stakes of tickets for subsequent months and/or renewal
tickets.
(3) Prizes in excess of 50,000 € shall be paid out by the
SKL administration. The same shall apply to cash prizes won in special draws.
Non-cash prizes are delivered by the SKL administration. The place of delivery
shall be determined by the management. Non-cash prizes cannot be paid out.
Neither can the monthly pensions being paid out in one amount.
(4) If a prize consists in taking part in the Special draw
as a candidate, it is solely the lottery participant himself who can take
part. Replacement candidates are to be accepted only in exceptional situations
- the reasons for which have been presented and the SKL management gives
their special consent.
(5) In the case of a winner refusing to accept his/her
prize won described in clause 4, no recompense shall be given. A different
lottery participant determined by chance will take his/her place as a replacement
candidate.
(6) Claim to payment or delivery of a prize shall elapse
within a period of three months after notification.
(7) The SKL adheres to the principle of secrecy. [to

§6 Liability provisions
(1) The SKL shall not bear any liability
for damages caused by force majeure, the malfunctioning or disruption of
technical equipment used by the SKL for reading, transferring, storing or
processing data, as well as for communication and transport systems, provided
this malfunctioning occurs through no fault of its own. The SKL explicitly
bears no liability for any culpable or negligent behaviour on part of LC/TO
or any other third party according to § 309 no. 7b) German Civil Code; this
does not apply in case of any harm done to life, body or health.
(2) Rights and obligations resulting from a prepayment
or the deposit of stakes at a LC/TO shall on the part of the participant
be effective only towards the LC/TO in charge. The SKL is in no way bound
by arrangements, actions and negligent procedures of a LC/TO which are not
provided in the Official Lottery Rules. [to

Section B: EURO-JOKER and DREAM-JOKER

§1 Participation, general provisions
(1) In connection with the 130th general lottery, the SKL is carrying out two additional games in the period
from December 1st, 2011 until May 31st, 2012: the EURO-JOKER
and the DREAM-JOKER. Each month is the equivalent of a complete Joker round.
Unless otherwise regulated, section A of these provisions shall also apply
to section B.
(2) Participation in the EURO-JOKER or the DREAM-JOKER
requires participation in the 130th general SKL lottery.
(3) Tickets shall be issued for 3 million ticket numbers,
respectively from 0,000,001 - 3,000,000. In the lottery period these tickets
numbers will have the chance to win 811,731 cash prizes
in the EURO-JOKER with a total value of 93,312,000 € and 7,320 prizes in the DREAM-JOKER with a total value of 93,330,000 €.
(4) Tickets will not be sold in shares as they are in the
general SKL lottery. A ticket for the Dream-Joker or the EURO-Joker can only
be purchased from the LC/TO where the participant has purchased a ticket
for the general SKL lottery.
(5) Winning tickets are not withdrawn for further draws

§2 Stakes, payment details
(1) The price of a JOKER ticket is 10 €
per month. Differing from the general lottery game, participation in single
rounds is possible. Section A § 2 clause 5 shall not apply.
(2) Section A, §2, clause 4 shall also apply with the stipulation
that payments shall first be assigned to tickets for the 130th general lottery game and then to tickets for the EURO-JOKER and finally
to tickets for the DREAM-JOKER. [to the top]
